Both of these Portkeys seemed to be of the delayed-activation type, as in both cases Dumbledore counted down for the portkey to activate; in the first case, this was necessary because it was necessary to transport all of the Weasleys, along with Harry, to Grimmauld Place, in the second case it was because Dumbledore wanted to hand the Portkey to Harry. In the first case, though, it seems more likely that the Portkey was a command-activation type, because while Dumbledore did count down to the activation, he had made the Portkey before he had heard back from [[Muggles' Guide to Harry Potter/Characters/Phineas Nigellus Black|the portrait of Phineas Nigellus]], and he could not have known exactly when it was to activate until Phineas Nigellus had

Also in the fifth harry potter book after the fight with Voldemort in which Dumbledore appeared to help harry. After the fight Dumbledore turned the head of the wizard from the fountain into a port key to take Harry to Dumbledores office in Hogwarts. This however raised another question portkeys should not be able to take someone into Hogwarts. This is mention in Hogwarts a History. Did it work simply because Dumbledore the headmaster did it. If that is not the case. How did it work then? This is one of the many unanswered questions in the Harry Potter series.
