We first see this artifact in Borgin and Burke's, in Knockturn Alley. Harry, having run into trouble on his first trip using Floo Powder, ends up in Borgin and Burke's. As he is preparing to exit, he sees Draco Malfoy preparing to enter. Harry hides; it is while he is hidden that he hears Borgin answering Draco's question about the Hand of Glory and its function. Borgin says that it is the best friend of thieves and plunderers, and Draco's father, Lucius Malfoy says that he hopes Draco will be better than a thief or a plunderer... though unless his grades come up, that may be the best he can hope for.

Draco evidently does, at some point, purchase a Hand of Glory, because Ginny sees him carrying it when he leads the invasion of Hogwarts from the Room of Requirement, and it apparently allows him to see where he is leading the Death Eaters despite the Peruvian Instant Darkness Powder that he spreads around.
