These exams typically shape the career of the students so passing these exams is critical, as is obvious when Percy passes his NEWTs and joins the Ministry of Magic. Students take the exams in the subjects they have enrolled for after their OWLs.
 
Fairly often in the books, something is being mentioned as being NEWT-class magic.
