Bagman's mentioning events that are planned at Hogwarts finally gives Percy the chance he has been waiting for, to show off his own self-perceived importance by refusing to reveal the secret that he so obviously knows. It is safe to assume that secret will not remain concealed for long, and that it probably has something to do with this book's main plot line, and its title.
 
As an interesting side note unrelated to this book's storyline, among the magical attendees at the World Cup are American wizards from Salem, Massachusetts, the site of the infamous 1692 Witch trials in which nineteen men and women were condemned and hanged for witchcraft.
